Corruption is – 1. single seated:
or 2. double seated:(a.) Single
seated is simplest in nature:
double-seated is easiest
conceived.
By corruption is presented
the idea of wo parties –
Corruptor and Corruptee.(b.)

Botanicé classes monoecious
and dioecious

Zoologicé, per General
rule, impregnator and
impregnate. But multiplication
of existence without
impregnation, is not
unexampled.

Double-seated, it is reciprocal:
to each his benefit,
or no motive, no cause
no effect: each is corruptor
and corruptee: distant
benefits, two.

(a.) Zoologicé, so snails.

Here, functionaries both:
legislative and executive.
Functionary concerned,
but one – corruptee, corruptor
a non-functionary is
a particular and comparatively
immaterial case.

and the its inbred corruption.
Constitution imaginary,
viz. in so far as Common
Law reigns, no Constitution
being created, he is not creator
of the Corruption inbred
in it, but the preserver: the
legislator: i.e. he who is so,
so far as he chooses,
for by having the equivalent of legislation
to be performed in the way of
Common Law by the Judges,
he may reap the benefit of corruption,
depredation and oppression
without the odium.

Corruption single-seated
is self corruption: Legislative
and Executive in
one hand.
As surely this as any other:
in it, are the essential
ingredients: evil, to
public, and particular
and sinister interest the
cause.
Greater thus the facility
and promptitude.

and reciprocal corruption,
mixt Monarchy,
or Republic with two Houses:
of self corruption,
pure Monarchy the simplest
case.

Establishment.
A Corruption-maintaining
Establishment
is the whole official Establishment
every where,
except where the only antiseptic
system is applied;
and even there,
if not in act, it is such
in tendency.

Hence, to establish a
Constitution, is to establish
a system of corruption
by law: by Constitutional
Law it is
planted, by penal law
supported: by penal, it
neither ever has been
nor ever can be excluded,
or materially restricted.
