For the choice of an Executive,
suppose them ever
so apt, – as to intellectual
aptitude, never can they
be so apt as their Agents
in the Legislative.
Suppose them even equally
apt, if not more
apt, here would be an
expence of time, without
use.

Suppose a day so occupied,
here is an expence
of little less than 1/300th
part of the time expended
in the production of
a year's produce in all
shapes.

The more work is given
to Constitutive over and
above what all can
share in without personal
preponderant inconvenience,
the greater the
number in effect excluded
from sharing in the exercise
of this function.
Carried to a certain length
the effect of such latent
exclusion may be, the
placing the function in
the hands of the smaller
instead of the larger number:
by which means, the
interest of the many, may
thus be sacrificed to that
of the few.

By this means too individually
taken, the effective
power of the several
members would,
under the appearance
of being extended, be narrowed.

Sole hands which, on
this occasion, can come
in competition with those
of the Legislative, are
those of the Constitutive.
But those of Legislative
are preferable, it has been
shown, to those of Constitutive:
therefore, to
all others.

For location of the Legislative,
the most apt
Constitutive hands, have,
by the supposition, been
selected.
Suppose for argument
sake a different set, tho'
not more apt, not less
apt can be found. Still
theirs being another set,
would be a sufficient
reason for putting them
aside. For thus and
without preponderant
benefit, would complication
be produced.

Not so the case where
with relation to this office,
the dislocation
is the function. The
more effectual the force
of it, the less frequent
the exercise of it. So effectual
the force, probable
it is, the exercise
will never take place.
Thus no time then expended.
