Question — Location of
the several Ministers,
why give — not to
Constitutive, nor to
Legislative, but to Executive
Chief — a single functionary?

Answer. Reasons.
1. For responsibility and
sense of do.
Will, to which execution
is thus endeavoured
to be secured, is Legislature's:
function, location
of these functionaries:
in this individual, the
responsibility will
apply more strongly than
to a majority of that
body.

2. It being necessary
that the power of
dislocation should be in
Legislature, to save the
lodging the locative and
dislocative in the same
hands — they being the
hands of such a body.
Exercised by legislative,
the location would be
the work of a party,
and that party a
majority. Consequence,
for no degree of
inaptitude, would that
party join in undoing it's
own work, casting
disrepute on it's own
judgment, hurting the feelings
of it's own protegé.

But suppose the
location the work of an
individual not a
member of that body, less
would be the reluctance,
notwithstanding the
location is, as here
proposed, a locatee of that
same body.

3. To save the time of
the Legislative. As the
Constitutive has not
time sufficient for
business not here given to
it, so neither has
legislative.

4. On the moral aptitude
of Legislative, such
patronage would exercise
corruptive influence.
From the exercise of
it's all comprehensive
and thence so much
more important functions,
it would be called
aside to this, which,
though so narrow, will
naturally to each man's
individual interest, be
more interesting.

7.
By this excitative, they
would be apt to be
driven into quarrels: in
endeavouring to hurt
each other, they would
hurt the public interest.
