Question — of all these
Ministers, location, why
in the hands of that
one functionary; not
of divers: viz. some in
one, others in another?

Answer. Reasons.
1. To avoid making needless
addition to the number
of functionaries;
especially do. having in
their hands so much
power — notwithstanding
the aggregate quantity
of power in this
shape would not, by the
division in question,
be encreased.
3.
To prevent obstruction
to execution and effect
of Legislative's will.
To maximize the degree
of such execution;
it is necessary that the
compleat power of securing
it should be in
one hand: thence that
in that one hand, location
and dislocation
should be united, with
the correspondent
maximum of responsibility:
so that no part
of that will remain
unexecuted, while
functionary and functionary
are disagreeing
as to the mode.
