Constitut. Code
Ch. Legislative
S.1. Functions - Omnicompetence
2. Double Legislative System
or 1.
2. Double Legislation System.
Mischievousness or absurdity
not so great.
2.
See here a good Governemtn
not satisfied with
it's own goodness.
3.
Here, satisfaction excepted,
sole product, harm, though
not great; so good the
Government.
4.
U.S. being the states, in
which this system originated;
higher generalization
is needless.
5.
Such the state of society,
no success could be expected
from any motion,
not likely to be
thought by greatest number
to have for it's object
their greatest happiness.
6.
Thus, for ordinary business,
what was thought
the best legislative as
well as executive being
chosen, any chosen for
extraordinary business
must have been not
better or worse.
7.
Evil certainly produced
by this duplicity.
1. Delay: the body of law
remaining for so long
loaded with all the evil
that might have been
cleared away.
8.
2. Complication. For
the details of this evil,
see this head in another
chapter.

9.
To warrant the production
of these evils,
some specific evil produced
for want of the institution
should be assigned.
10.
Cause of this over precaution,
persuasion of
the universality of self-
preference.
1. Delay.
2. Complication.
