Ch. Legislative
Immediately not unimmediately
1.
[Immediate not unimmediate.]
Qu. Why not unimmediate.
2.
Answer Reasons
1. Benefits none
3.
Evils these: they encrease
with the number of
Stages of Election; ranks of
Electors — interposed between
primary Electors —
Members of the Constitutive,
and the functionaries
located.
4.
1. Want of responsibility
as towards constituents:
viz.
1. as to dislocability
2. as to punibility
Over these their agents
the people have no
controul: no means of
preventing them from
being corrupt, joining in
the sinister sacrifice in </lb>the commission of
depredation & oppression.
5.
The intermediate locators
by the smallness of
their number are
proportionably exposed to
the influence of the matter
of corruption in
Executive's hands.
6.
The greater the number
of intermediate ranks,
the fewer, thence the
more easily corruptible,
the locators in each
rank, particularly the
remotest from the
primary.

2. Here is one rank of
intermediate Locators
interposed between the
primary and ultimate
ranks.
[ But quere — are these
Electors Paroquiales the
primary?]
3. Reasons assigned for the
interpolation. By
primary rank, so obedient
to the priesthood,
essentially enemies to the
Constitution, Deputies
returned would have
been so too.
