Over these their agents
the people have no
controul: no means of
preventing them from
being corrupt, joining in
the sinister sacrifice in </lb>the commission of
depredation & oppression.

their number are
proportionably exposed to
the influence of the matter
of corruption in
Executive's hands.

The greater the number
of intermediate ranks,
the fewer, thence the
more easily corruptible,
the locators in each
rank, particularly the
