authority, why not in the
hands of the Constitutive,
but in do. of their
deputed Agents?
2. Answer. Reasons.
Scarcely except for
symmetry can reasons here
be worth giving.
1. By physical impossibility
in respect of time,
they stand debarred from
the exercise of this function.
On their labours,
thence on their time,
depend matters of
subsistence and abundance,
and a large portion
of the instruments of
security.

Thence, sole possible part
left to them, location
of Agents by whom it
shall be exercised.
4.
If in profession,
legislative were committed
to them, in effect it
could not be.
Thence the arrangement
would be partial and
deceptious: in appearance,
giving the power
to the many, in effect
to none but the few.
