Here then are two parties
with an indefinitely vast
mass of money and
money's worth in view: by
agreement, individuals in
both parts having power
to convert the whole of it
to their own use. without
such agreement, neither.

14.
In all, of the same
materials is human nature
composed. For the purpose
of special agreement,
were any such necessary,
the business of these
despotic offices would suffice
to establish a sufficient
intercourse.

15.
But for establishing the
partition in question, with
the mutual sinister benefit
belonging to it, a
mutual understanding, without
any express agreement,
suffices.

16. Terms of such agreement,
supposing it expressed,
Supreme Executive to
Members of the Legislative.
Preserve my patronage
from decrease, each of you
shall receive from me a
reward out of it: give
increase to it, greater
reward. Members in
unlimited number to
Supreme Executive. Be it
so. Render to me that
service, I will render to
you the correspondent
service.

producing on each side
correspondent expectation:
expectation produced, the
correspondent courses of
action, each affording an

the other, are produced:
and without agreement
these may be produced
as well as with.

Constitution.
1. On the one part, legislative
composed of Deputies
located by the people
with or without limiting
salaries.
2. On the other, Prime
Minister, with all the
administrative offices, and the
attached patronage at his
disposal, immediate or
unimmediate.

these members, the Prime
Minister.
4. Known to him individually
are his benefactors.
5. First persons provided
for by him his own
connections.
6. Next, were it only thro'
gratitude, the connections
of those his benefactors.
