Art. 1. Things divers sorts,
as to which, option may
be between reparation
and elimination.
Examples — Edifices, with
Stock, as per §. 6.

Art. 2. As to things reparable,
by requiring functionary,
let statement be made,
saying that for application
procurement pro-
-curement will be better
economy than reparation:
adding reasons, where
requisite.

documents for exonerating
functionaries concerned
as to custoditive, applicative,
procurative, and
statistic functions: So,
Prime Minister and
Finance Minister.

Minister causes
keep accounts correct,
compleat, clear and
symmetrical of business
done in each office,
each day, in order of time,
digested into Tables under
appropriate heads.

arranged in the new.

to be delivered in Report

often as he sees occasion

fresh ordinance.
4. Text of amendment
proposed to existing
ordinances.
5. Indication of authority
supposed competent:
to establish the
proposed arrangement;
say,
1. Legislature,
2. Prime Minister,
3. Sublegislature.

Art. 2. Offices, to which
transcripts are to be
delivered —
1. Legislation Minister's.
2. Prime Minister's.
3. Finance Ministers.
4. Any other Minister's,
whose department seems
concerned, or likely to
be thought so.

Art. 3. So to the functionary
in every office
subordinate to the
Minister, sending transcripts
to offices of
intermediate superordinates.
