of the well-grounded
dishonor cast on
them by the worthlessness
of their colleagues,
while by public
service only, public
regard and respect were
obtainable, candidates,
(say) 100: add the
factitious instrument for
extracting it, & suppose
only 50 bidders for the
instrument, here
added to the number

who, instead of bidding
for the regard &
respect by biddings in
the shape of extra
service to the public,
bid for the artificial
instruments, by biddings
in the shape of
private service
rendered to the particular
interest of the
patron. Add now 100
more of these engines,
here will be 150
extractors of general
regard and respect: by
each of whom, more
will be extracted
than could be by the
most useful extraordinary
service rendered
to the public
interest. For the
instrument applies itself
at the instant to all
ears and all eyes that
come within reach
of it.

Corruption has place,
in so far as, by reward,
a functionary's endeavours
are from service
universal turned to
do. of particular interest,
to the detriment of
universal.

Of reward in this form
it is the characteristic
property to act
with effect on functionaries
in the most
influential situations,
on whom no such
effect could be produced
by any quantity that
could be afforded by
the corruption in the
ordinary form of
money or money's worth.
By prospect of a
Garter, a Dukedom, a
Barony, or even a Baronetage,
may be kept in a
constant state of corrupt
obsequiousness during life,
a functionary or aspirant
on whom £50,000 wd. not
produce the effect.
