Constitutional Code.
Ch. Ministers Collectively.
§. Remuneration.
Principles.
Evil 8. In the present
case, destruction of the
Constitution.
The disposal of all
this reward being (say)
in one hand, say the
Prime Minister's, this
would in time suffice
for rendering him an
absolute Monarch.
By the prospect of reward
in this shape,
for themselves or their
connections, he would
convert into instruments
of his own, all
functionaries having
at their disposal, public
power in other
shapes, and public
money.
Proofs of it's efficiency
on high functionaries.
By a King of England
not long ago was a garter
given to a King of
Portugal. This it would
not have been without
the assurance of it's being
acceptable: being to
a person so situated an
object of desire. But if
in the breast of a Monarch,
such desire might
be sure to be excited,
what might not be excited
in that of a Minister
or leading Representative
in this or
any other democracy?

population of Athens,
to the amount of many
thousands. By a
garter, with or without
gold, with
his 50 men, might
have been subdued
by a Xerxes or a Darius.

Evil 9 10 Depravation
of the moral department
of the public
mind: diminution of
the aggregate of moral
aptitude, as to maximization
of aggregate
happiness.

Impostors and cheats
are all persons concerned
in the extraction
of the fruits of
regard and respect by
this instrument, viz.
1. Founders of the manufactory
in which
the instruments are
manufactured, whereby
those sentiments and
correspondent acts are
extracted as it were by

2. Patrons, distributors
of the instruments.
3. Functionaries and
other influential persons
purchasing them: viz.
by that corrupt obsequiousness
without
which they would not
be to be had.

By these instruments
are extracted regard
and respect, thence their

and services, in all
shapes, amongst others,
those by means of wh
money or money's
worth are obtained.
29.
To the practice of
the fabrication of
base money exactly
analogous is that
of these conspirators (☞ give particulars.)
30.
Distinguished are
the two classes of
impostures no otherwise
than by the magnitude
of the scale
on which the evil is
produced, and the
power, opulence, irresistibleness
and impunity of
the of the
two classes.

Evil 10. 12. Depravation
of the intellectual department:
diminution
of the aggregate of intellectual
aptitude,
as above.
32.
Correspondent to the
moral depravation is
the intellectual, in so far
as the true nature of the
moral fails of being perceived:
so far as in the
character of evidence of
extra-public service,
these false evidences
are taken for true.
33.
External causes or instruments
of delusion
the engines abovementd.:
internal do. sinister interest,
interest-begotten,
authority do. prejudice – a

Deplorable efficiency
of these engines of mischief.
on each individual
occasion, a momentary
glance suffices for producing
their pernicious
effects: for dispelling it,
a long & laborious train
of close reasoning is necessary.
35.
Thus, to those whose imagination
has at an early
age been poisoned by
ghosts, dusk suffices to
people the room with
ghosts, faster than reason
can drive them
out.
