Principles.
Evil 8. In the present
case, destruction of the
Constitution.
The disposal of all
this reward being (say)
in one hand, say the
Prime Minister's, this
would in time suffice
for rendering him an
absolute Monarch.
By the prospect of reward
in this shape,
for themselves or their
connections, he would
convert into instruments
of his own, all
functionaries having
at their disposal, public
power in other
shapes, and public
money.
Proofs of it's efficiency
on high functionaries.
By a King of England
not long ago was a garter
given to a King of

not have been without
the assurance of it's being
acceptable: being to
a person so situated an
object of desire. But if
in the breast of a Monarch,
such desire might
be sure to be excited,
what might not be excited
in that of a Minister
or leading Representative
in this or
any other democracy?
