Art. 1. With all it's energies,
let Public Opinion
Tribunal urge
commencement & progress
of this system of appropriate
instruction. No
exertion can be needless.
By the most powerful
particular and
sinister interests,
will all Ministers
their dependents and
other connections be
urged to do their utmost
for it's retardation
and frustration.
Till it is established
arbitrary of course,
will remain their
power of location and
dislocation: by no
inaptitude can they be
prevented from entering
or continuing
in office: by no aptitude
can any others be
located. No sooner is it
established, than the
sceptre of arbitrary
power will drop out
of their hands, and the
feelings of a dethroned
Monarch will be theirs.

Art. 2. To preserve
themselves from this
calamity, all the attainable
powers of punishment,
of reward, of
intimidation, corruption
& delusion will be
employed—all the artillery
of fallacies
played off.

Art. 3. If, in the state
in question, natives
qualified to convey this
system of apt instruction,
do not as yet exist
in sufficient number,
either it's functionaries
must remain destitute
of it, or foreigners must
be called in. But, without
remuneration, they
neither will nor can
serve: for men in numbers
will not quit near
and dear connections
for nothing: here then
comes sinister interest,
and seeks to cover in the
pretence of patriotism
and frugality.

Art. 4. Not the less an
object of sympathy and
regret will at that
period be the situation
of the existing functionaries,
in so far, as to
make way for any others,
how much soever
more apt, they are obliged
to quit their situations.

Art. 5. For minimizing
the evil, means are in
the power of those
exposed to it. Let possessors
anticipate in the
instruction administered
to expectants: to whatever
title, others share with
them, they will add the
experience peculiar
to themselves.
