1. Fields of Service
Terms of Service
1.
Art. 1. To Subordinates,
Legislature will allot
fields of service & functions:
regard had to
Constitutional Principles,
as above: particularly
in Army & Navy
Sub-departments, as per
Ch. X.

Art. 2. As to functions,
kept in view will
be those brought to view
as to Superordinates —
the Ministers in §. 4.
3.
Art. 3. Special cause of
dislocation excepted,
during life continue
located Subordinates in
the several Sub-departments.

Art. 4. These are
1. Resignation.
2. Promotion in the same
line.
3. Transference, with consent,
to another line Office,
the same or another Sub-department w/in §. 21. Oppression etc.
4. Dislocation, as per §. 17.
by Superordinate, immediate
or unimmediate.
5. Dislocation by a judicial
decree.
6. By Prime Minister, as
as per Ch. VIII. §.
7. By Legislature.
8. By Constitutive authority,
as per Ch. V. §. 8.

continuance extends not.
1. Army Military men, as
to whom, see Ch. X. §. 3.
2. Navy do. see Ch. X. §. 4.
3. In this Department,
persons engaged for an
expressly limited time.
4. Or for a particular Persons engaged no
& temporary service: as artists,

§. 19. Subordinates.

Relation between Super + Subordinate
Art. 6. Superordinate being,
as per §. 17, responsible
for his Subordinate,
Justice forbids his suffering
for any evil not
preventible by him.
Hence, power to Superordinate,
for their dislocation,
or suspension, or
judicial examination.

Art. 7. For remedy against
needless exercise of power
of dislocation [and
suspension?] see §. 21 §. 16

Suspensive
Art. 8. Checks to abuse
of Suspensive power,
are these conditions
to it's exercise.
1. Lodged in the records
the instruments of
suspension, signed by
suspender, with year, month
and day of the month.
2. In it, mention of the
cause of suspension:
viz.
1. Proof or suspicion, on
alledged determinate
grounds, as to relative
inaptitude, blameable or
blameless, in one of it's
four shapes: or
2. Non compliance with
some ordinance as to the
Office: with reference to
the article.
3. — So Mention of the times of
commencement and
cessation of the suspension.

4. For duration, choose
the least quantity
sufficient: power, at or
before cessation, the
earlier the better, to renew
the suspension for
another length of time
limited, and so repeatedly,
as often as need requires.

continuance of the first
or intervention of a
new.

of the Instrument.
