§. 3. Power of Deputation

1.
Art. 1. Lest business be
at a stand, power of deputing,
Depute permanent.

Art. 2. viz. here, a functionary
who being located
by the principal,exercises
while the business would
otherwise be at a stand,
the his functions: of location
of subordinates excepted.

Art. 3. Occasions are
1. Principal's temporary
incapacity, inaptitude by infirmity of
body or mind.
2. Decease, thence vacancy.

Art. 4 To the whole business,
the power extends.

well as conpensationally is
Principal responsible for
Depute.

By acceptance, not only
for performance, but for
apt d<hi rend="superscript">o </hi>does he contract.
irresponsible, he might safely
commit any breach of
trust, by the hand of an
instrument willing to run
the risk.

location Prime Minister locates Depute.

Principal and Depute cannot
act. From hand to hand
the powers can not be shifted
at pleasure. If on any day an
Act has been signed by Principal,
on that day another
can not be by Depute,
unless in the case of urgency, or sudden
incapacity or death: the
cause and urgency stated. On
that day Principal can not
sign another act.

Art. 9. On Principal's
death, Depute exercises the
functions till Legislature
has located a successor.

1.
Art. 1. Located is the
Prime Minister by those
to whose will he gives
execution and effect.

Art. 2. Next, after
pronouncing Inaugural
Declaration or adhesion
thereto, Members vote
for Prime Minister.
Votes given, first secretly
as per Election
Code § ___ ; then
immediately in the open
mode.

Art. 3. Given in the
secret mode, the votes
are not counted,
looked at or known,
till after the result
of the open mode has
been declared.

4.
Art. 4. Located is he
who has the majority
in the open mode.

5.
Art. 5. If he who in
the open mode has
the comparative, has
not the absolute
majority, he and the next
are voted for without
the others. votes equal,
lot determines, as per
Ch. ___ §. ___.

Art. 6 is transcribed
into the next Section.

Art. 6. If before expiration
of a Prime
Minister's term of service,
Legislature omitts
to make fresh Election,
the omission is in all
by whose default it has
place, an anticonstitutional
offence: tending
to substitute to representative
Democracy, Monarchy
or Aristocracy:
responsible punitionally
as also by dislocability every offender.
