1.
Art. 1. Publicative function
what —o by it, each matter
of fact, the knowledge of
which promises to be
in any shape of use,
is endeavoured to be
made present to the
mind of every person
in whose instance
it may be of use: the
extent of it is as the
number of those persons.

2.
Art. 2. Exceptions excepted,
in every office of
every sub-department
and Department, publicity
will be at all times
maximized.

Art. 3. Exception 1.
Evil of expence in a
pecuniary shape,
preponderant over the
good producible by
the publicity, if carried
to the extent in question.

Here, two principles
antagonize —
1. Maximize publicity.
2. Maximize frugality.
i. e. minimize expence.
Hence, the more the
expence is diminished,
the more the
extent fit to be given
to the publicity is
increased.

Art. 4. The good of publicity is
1. General — viz. the force
given to the Public Opinion
Tribunal, by the
evidence it furnishes.
2. Particular: viz. that
produced in the instance
of each functionary and
other individual, to
whom, on each particular
occasion, the particular
information conveyed is
necessary for his guidance.

Art. 5. Exception 2.
In the instance of this
or that person or persons
in particular, evil
in some particular shape,
producible by the immediate
publicity given to
this or that particular
fact, is preponderant.

6.
Art. 6. Sub-departments
in which this preponderance
is most apt
to have place, are
1. Army.
2. Navy constituting
together the defensive force.
3. Preventive Service.

7.
Art. 7. Effect in these
cases producible is advantage
given by the information
to the support of an
interest adverse to greatest
number's do.: the
hostility in the case of the
Army, Navy, and
Preventive Service, actually
in the case of the
Foreign relation Service,
always impending.

point of time is assignable,
after which, no
evil will, by the publicity,
be producible.
But the main good
as above has place at
all times.
