Time insufficient.

Better than none is
proficiency, howsoever
imperfect.

Better than none is
evidence, how short
so ever of conclusive,
In ground unknown,
no man's bare opinion
in affirmance of a
Candidate's aptitude
can be so well grounded,
as that of all will
be, after a public examination,
as above.

or 2.

2. Impossible is any
other mode, of obtaining,
in so extensive
& extensively useful a
body of art and science,
so high a proficiency.

Causes of aptitude in
scholars are
1. On the part of instructors,
motives for
giving official instruction.
2. On the part of scholars,
motives for endeavouring to receive
it.
In both situations
the motives are or
must be of the remuneratory kind.

or 4.

In the situation of Instructor,
the quality of
reward from each scholar
being given, the aggregate
remuneration
will be as the number
of the scholars.

And in his mind, the
same effect may be
produced by a reward
given to a person in
a certain way connected
with him as if to
himself.

Such is the case as to
corruption in all political
situations:
as to which due else
where.

Without any such obviously
unjust yet
insufficent arrangement,
the effect may
be promoted by maximizing
the number of
the scholars, & thus filling
up the portion of the
Intructor's time applicable
to the instruction.

In this case, if an over
proportion of his time
were given to one Scholar,
all the others wd. be
sufferers by it, & they or
their parents for them
so dissatisfied, that either
the existing ones
wd. be taken away, or
others prevented from
entering.

or 14.

Thence, what he gained
by extra reward from
one or a few, he would
lose by losing the whole
of the reward payable
by or for others.
