Instructiveness and Exposition
Art. 1 Procurative function.
For the exercise of it as to
persons or things, naturally concomitant
courses are
1. The Effective or consummative.
2. The initiative.
2. Expositive
Art. 2. As to things, effective
modes of procurement, are
1. Fabricative: viz. on Government
account.
2. Reparative: of a thing in
Government possession.
3. Emptive i.e. purchase.
4. Transmissive: from Sub-department
or office to do.
transfer out of these antagonizing
modes the functionary
will have to choose.
3. Expositive
Art. 3. The initiative course
supposes antecedently to effectuation
the operation of
two authorities one making
application to the other: according
to their relative situations is name varies:
1. From super to Subordinate
mandative
2. – Sub to Superordinate
petitive.
3. – Minister or subordinate
in one sub department to do.
in another, rogative requisitive.

5. Instructional
Art. 5. 2. Application requisitive. From a Minister it
will be addressed to the Prime
Minister.
If it be approved by him
either a correspondent insrument
will be sent down
to the functionary to
whom it belongs to procure
the article, or else the petitive
instrument with a
word expressive of correspondent
with appropriate attestation
as per §. 8.
At the same time a manifold
exemplar will be
sent down to the Minister
from whom the application
came: and so in
case of a like application
from any inferior functionary
to his superordinate.
6. Instructional.

Sub-department, the Legislature,
having regard
to the business of the several
Subdepartment,
will be to be determined.

Art. 8. Examples.
1. For Persons, For a detachment,
application
from Preventive Service
to Army Sub-department
or vice versa.
2. For things: for war-like
stores from Navy
to Army Sub-department.

transmissive function
in regard to any article
