is visitative.
Visits — progresses —

if need be oftener, or
home business permitts,
Minister will inspect
the offices and other places
within his charge.

direction of Prime
Minister, as to time and
place.

1. Securing effect to
statistic function, checking
non-registration and
misregistration.
2. Providing remedy in
both cases.
3. Observing the state of
the subject matters by
perception, in so far
as report is inadequate.
4. Observing functionaries,
with a view to
locomutation.
5. Hearing complaints.
6. Observing efficient
cause of title to extra
remuneration
7. Solving doubts.

for their several purposes.
Reasons for this intercommunity.
1. By each, for his own
purposes, the place may
require to be visited.
2. By the information
obtained, each will be
a check on every other.
3. All being equally
authorized, no collision
will ensue: no question
as to who is, and
who not.

Prime Minister
will so arrange matters
that no two shall visit
same place at same
time.

preponderant declared
reason.
