commencement is a fruit
and sign of civilization.
By abstraction of this
small part, the large
remainder of the population
are left to maximize,
without disturbance,
subsistence and
opulence.

prior is Land to Sea
force. For, the small
fish-furnishing portions
excepted, seas are but
roads — not furnishing
subsistence or habitation.
No community not
having subsistence and
habitation on land.

communication with
