may be rendered subservient to

properties hereinabove and

Security maximizing
points to the desired
object; aptitude maximizing
to the main cause of that
effect.

of Stipendiaries, Number
minimizing
: radicals,
maximizing. Here, as
between branch and
branch, the properties
desirable, instead of
coinciding, antagonize.

Note, that when
minimization is recommended,
it is understood
that the number is
notwithstanding sufficient
for the purpose.

Art 16. Properties to which
the minimization of
the stipendiary force is
subservient, are
1. Internal security
maximizing
: viz. as against
the stipendiary force
thus minimized.
2. Expense minimizing.

Art 17. V. Contentment
maximizing.
This of course
applies to both branches:
but, for giving to the
establishment this
property, will of course
require most care in the
case of the stipendiary
branch.+

will be seen opposing
to the number
branch.

property is to external security as
against hostility on the
part of stipendiaries:
But it requires different
arrangements;
hence, the need of a
