Rule. In peace, embrace
every occasion of employing
the functionaries
of this sub-department
in services requiring
the same qualities.
Explanation - viz. 1. In
the purely obedient rank
1. Exactness. 2. Promptitude.
3. Intrepidity. 4. Activity.
5. Vigilance. 6. Hardiness.
i.e. power and will
to endure appropriate
hardships in all shapes.
7. Simultaneousness
of motion, numbers at
same time in same
place performing same
motions: in service
active or preparatory.
Such kindred services
are 1. Preventive Service,
as to delinquency in
various shapes. Examples.
Depredation, destruction,
deterioration, forcible or
clandestine. 2. Particularly
smuggling: especially
when with forcible
self-defence. Army sub

Service, as performed by
Ministerial functionaries,
see Ch. XI. §. ___ Grade.
Preventive Service for
Army functionaries no longer
fit for actual service.
In small numbers or
singly guardg. exterior or

Officers
Supposable causes of
greater facility for
Erudites than Privates.
1. Less numerousness,
thence, less time and
trouble necessary to
ascertain the aptitude
of the alledged inducements.
2. Less danger of the
desires having for it's
cause the desire of
joining an association
for some mischievous
or unlawful purpose.
Allies 1. Aptitude
maximizing, as to moral
aptitude.
2. Employment extending —
which see.
Rule. So order matters,
that of each one's time,
over and above what
is necessary for rest &
refreshment, as large
a proportion as may
be, be employed, first,
in official duties, next
in occupations
innocently pleasurable, useful,
or both, to himself
or others. Reasons.
1. Maximization of comfort.
2. Minimization of positive
evil, producible
by employing the time
in seductive mischievous
occupations.
Mode or means of
application. Of all occupations
conceivable in this
view, reading, usefulness
and variety of the sources
of pleasure and
usefulness opened by it
is the most obvious.
For the not already
initiated, it might be added
to the appropriate
preparatory exercises.
