it being a condition
of his location.

Nor yet is the condition
too hazardous to
be submitted to.
Reasons.
1. Power of suspending
or even dislocating
Depute before
irreparable mischief can
be done.
2. Depute is at the
same time responsible
to Principal.

By the responsibility
for the conduct of
Deputes located by his
predecessor, his
hazard will not be
considerably encreased.
1 Thus location proves,
that, in the eyes of their
locators, the hazard was
not too great to be
submitted to.
2. This proof is confirmed
by the fact of their
continuance.
3. Though they continue
unless dislocated by
Principal, the power
of dislocating them
belongs to him.
4. A warning voice
of the Public Opinion
Tribunal wd. at once
afford a public reason
and a private inducement
for exercising this

5. Under this Constitution,
Pub. Opin. Trib.
has every encouragement
to be vigilant,
prompt and open in
it's censure.

Establishing subordination
in this form
does not establish
appeal, with it's delay,
vexation and expence.
By it, power of reversing,
annulling or
modifying Depute's
Decrees, is not given
but on condition of
dislocating or suspending
him at the same
time. For simple
error in judgment,
remedy is applied by
his being appealed
from, as Principal is.
If on the occasion
of the Appeal inaptitude
appears to a
degree calling for
dislocation, he may be
dislocated without
eclat, by merely
ceasing to be employed.
