1. Referees Who
Referees are arbitrators
chosen on each side
with an Umpire to
ensure a majority. To
these a Judge principal
may give the power of
Judge Deputes occasional,
and to their decrees,
imperative as well as
opinative, give his
sanction by his
signature . But
for the Umpire, Defendant's
Referee might by
mere inaction produce
the effect of a decree
in his favour.
