Constitutional Code

Art. 21 or 6. Employment extending principle.
Explanation. This may be considered in a particular
application of the last mentioned Time occupying principle: calling in and
if it upon occasion the business of the other Subdepartments the business occupation practice of
which are analogous to that of the their Military, and at for the
same apt performance of it requiring the possession
of the same qualities inducements. These are Any Of this number are – 1. Exactness
in obedience. 2. Promptitude in obedience. 3. Intrepidity.
4. Activity. 5. Vigilance. 6. Hardiness: i.e. power and will to
endure hardship in every necessary shape in which the endurance of it is
necessary to the apt performance of the services. 7. Simultaneousness
of motion between those engaged at the same time in
actual service or preparatory exercises.

Rule. In time of peace embrace evert occasion of employing
in services analogous to those the functionaries attached to.
Mixture of services. Examples are – 1. Preventive service, so far as
regards delinquency, delinquency in every shape and in
in that of smuggling: in which case Army Service lends will lend
its aid to Finances. 2. Navy service.

Thus applied this principle has for its supports the
Aptitude maximizing Time occupying and Expence-minimizing principles.
Antagonist it has none except the Contentment maximizing
principle: and then in no other case than that of its being
being carried into excess.

Against delinquency in the shape of Theft, Destruction and
Deterioration among functionaries not fit for any branch modification of Army
functionaries but except might be employed in small numbers or
even singly, as guards to the exterior of Public
edifices of all sorts.

Reason. These are stand expressed in the names of the several
allied principles its allies as above.
