Copd.
Remains, as the only sort of case, to those
it is likely that now present the anyprobability of the need
of a demand for the application of labour of any importance on the part
of the Legislative Minister, — the case, where a Minister, not
connected acting in connection having fallen into connection with either the appropriate Minister or the
Committee, has a this or that proposed new arrangement, which with his
own name attached to it, he is desirous to submitt to of laying before
the Legislature. As In this case, if, regarding of in his own eyes, he is
an sufficiently qualified for the adaptation process he it, performance of the adaptation process, he will
and perform it accordingly, in which case and in this case likewise , the part to quantity of time
occupied by the exercise given to the Legislative
Ministers function will most commonly be next to nothing.
Supposing him to such a degree new to legislation
business, thus be da even in his own eyes he is not
sufficiently qualified. nothing can be to him scarcely can he be at any difficulty
as to than the obtaining of the requisite assistance. By no
man, with any probable prospect of success, can a new
measure be brought forward, within his having as he believes secured
the eventual support, of fellow Members, in some proportion
or other, in the shape of speeches speech and argumentation on that side. Of those the
sources from which supposed assistance in those shapes can come to him, manifest it is, how
to him, small and limited limited and very small is the number: of these On the other
hand altogether unlimited is the number of them from which whom
assistance can assistance may will in this shape be derived derivable.
After having obtained, as however thought necessary Assistance, as above being obtained, or regarded by him
not obtained assistance as above, from without as needless nothing is there
to hinder him from applying in private to the Legislative
