§. 12. VIII. Education Minister's function
Art. 1 To the Education Minister belong the three functions
relatively to all Government arrangements having for their
object the maximizing the felicity of the inhabitants of this
state in so far as depends upon the business of Education.
Art. 2. So, by the exercise of the |^^^| function to keep
in a state of appropriate aptitude all such Establishments
as, having this for their object, are on foot or in progress, at the
expence, or under the direction, of Government.
Art. 3. So, the statistic and Melioration-suggesting functions
relatively to all such Establishments, as, having this for their
object, are on foot or in progress at the expence, or under
the direction, of individuals or associated bodies.
Art. 4. So, to direct and preside at all Examinations, performed
in public, for the purpose of ascertaining and making
manifest the appropriate aptitude of person having
in contemplation the being located in any Government
office.
Art. 5. In the exercise of this function, he has for
Assessor or Assessors the Minister or Ministers to whose
departments belong the several branches of instruction,
forming the subject-matter of the several Examinations.
