1823 March 31st Constitut. Code S. 13. IX. Foreign-Relation Minister's Functions.
Act 1. To the Foreign Relation Minister belong the three
functions, relatively to all Government arrangements
having for their subject the intercourse, betwixt this State,
and the Government, or inhabitants of other States:
and this, not only in peace, but in war, those relative
to the actual carrying on of the wars excepted.
Act 2. So, in particular, relative to the observance
or nonobservance of treaties between this and other
States: in the exercise of the statistic and melioration-
suggesting functions, having care to note all instances
of nonobservances by this State in a manner no
less clear correct and compleat than those by any
Act 3. So, in particular, relatively to all arrangements
on the subject of the reception and entertainment of all
functionaries residing in the territory of this state in
the character of Envoys, [ ] of whatever denomination
or grade, on the part of foreign States: to the end that they
may be secured in the enjoyment of all privileges properly
belonging, and presented from assuming privileges
not properly belonging, to their respective stations.
Act 4. To the Foreign-Relation Minister, subject to the
direction of the Executive Chief, belong the locative and
dislocative functions, relatively to all Envoys, as above,
sent from this State to foreign States.

effectual Subordination of the authority of the Foreign
