Art. 4 Expenditive of Missive function. To hhe dispatches
In the exercise of this function, it belongs to frame and he dispatches,
to foreign parts, all letters writing, and other documents, written or
unwritten, to whomesoever addressed, relative belonging to the business of this Sub-department
