Art.12. In his statistic
function, it is his special
care, no less clearly,
correctly and compleatly
to expect injury by non-observance
of treaties or otherwise
to foreigners, than by
foreigners

Art. 12. In the exercise of his statistic function it belongs
to him in relation as to the observance or non-
observance of treaties between this and other states respectively it belongs to
him to note and report with especial with particular care report all instances, of any of non-observance
of such treaties on the part of this State: and this in a manner
no less clear, correct, and compleat, than those supposed to have
had place on the part of any foreign State.
