Constitutional Code

Ch. XI Ministers Collectivelyseverally.

S. ProcurativeEliminative Function

Solution as at many

S.12 Finance Minister

10. Instructional

Art.10 Better that money
should not, than that
it should be at the
disposal of the Minister
for the service of whose
department it is needed.
Better that, in each given
place, all payments
be made by an appropriate:
say the Pay
Master Officer.

11. Ratiocinator

Art 11. Reason for the
separation. Advantages.

1. Check - to wit this
in common on the conduct
so far of the Minister
of all the Sub-departments.
Note, that to render
this clause efficient,
it is necessary that
the paymaster should
have no option as between
payment and
non-payment.

If by the Minister by
whom the debt is contracted,
the payment
of it was performed.
Scarcely could an abuse
of this sort be prevented.

12. Ratiocinative

Art 12 2. Employing in
operations not requiring
appropriate talent, the
time of those not possessing
such talent, in preference
to do. of those
possessing it: thus savings
pro tanto, the extra
pay necessary to
procure talent.

3. Saving in quantity of
time employed and paid
for: saving, to wit, if
this is at it seems to be
among the instances
in which time is saved
by division of labor.

13.

Art 13. Note, that in so
far as this division has
place, existence and employment
is given to
a separate office, stiled
the Paymastersor Pay Office. Sale
business, payment of
money.

Grounds of payment,
mandates from the several
subdepartments.
The supply from whom
shd. it come? From the
several debtors to Government,
or from intermediate
hands? The answer
will depend on
circumstances. Sea
further on.

Art 14.Number of Pay
officers what shall it be?
circumstances antagonizing
are.

1. Convenience of Debtors.

This requires maximization

15. Rationale

Art 15. Ways in which
expence is thus reduced.

1. Saving in the number
of head functionaries:
one to each office,
for the direction
of subordinates, seems
indispensable, notwithstanding
the simplicity
of the operations.

2. Saving in quantity of
time paid for. The
greater the number
of Offices, the greater
the number of fragments
of time, which
though not employed
must be paid for:
as in printing, many
sections produce many
portions of paper
not employed, if a
succeeding section is
not begun on the page
in which the preceding
ends.

16

Art 16. 3. In case of
deficiency of money,
the whole mass if disposal
may be brought altogether
into view: that
course in regard to
payment as between
class and class of creditors,
which seems
most consonant to
Justice, may thus be
taken with the greater
facility.
