Art 15. Ways in which
expence is thus reduced.
1. Saving in the number
of head functionaries:
one to each office,
for the direction
of subordinates, seems
indispensable, notwithstanding
the simplicity
of the operations.
2. Saving in quantity of
time paid for. The
greater the number
of Offices, the greater
the number of fragments
of time, which
though not employed
must be paid for:
as in printing, many
sections produce many
portions of paper
not employed, if a
succeeding section is
not begun on the page
in which the preceding
ends.
