Art. 4. Finance Minister
money custodientative
functionaries from
deriving private benefit
from it at the expence of
public Service.

Enactive

Art. 2. Under the direction of the Legislature and the
Prime Minister it will be among the duties of the Finance
Minister or say Among the cures of the Legislature
to the preventing functionaries in whose hands money is lodged
and who by whom accordingly in relation thereto the custoditive function
is exercised to prevent them from deriving from it any private
benefit at the expence of the of the public service.

Art 5 Evil to public service by Missaplication
may be
1. Loss by non delivery insolvency.
2. Retardation of service
by delay in delivery.

Instructional.

Art. From misapplication of this mode, detriment
may accrue to the public service in either of two ways,
to wit.

1. By the eventual loss of the principal in consequence of inability
on the part of the custodient functionary.

2. By retardation or frustration of the services for the purpose
of which it is destined to be emitted out of his hands.

Art 6 If custodient can reap
profit without risk of loss
to the public, so, might
the public.

If without preponderant evil in the shape of risk of loss
profit can be made by the private custodient, so evil in the way of
interest, so may it by the public.

Art. 7. Lending money to
Bankers is locating so
many custodient functionaries

Instructional and Ratiocinative.

But the only way in which it can be used by the
public is by lending it out to some considerable Bank public or private
or what seems to the same thing by appending the treaty
the Manager or Managers of such Bank in the selection
of custodient functionary in relation to it.

Art. 8. If any pretences for
retention can be found, lending
public money as above is
creating delays in the public
service.

Art. 9. In so far as the
money is destined for pay
to functionaries, these delays
lessen to then the value of
their situations.

If any pretences for retention of the money, pretence can
any degree plausible can be found, depend any public money
as above in private hands is to establish a standing presence
forbidding in relation to every branch of service in which the
possession of the money is necessary to the despatch performance of the any of
the operations belonging to it. Instructional and Ratiocinative.
In so far as to pay regular payment of remuneration money to any
public functionary is aware of the consequences of it, the effect of it is to render render the situation of such
functionary so much the less
valuable to him, and to
diminish the augment the
quantity which he will expect, or what were to comes to the same thing to diminish the amount of the oblation money on the occasion of the Frugality competitions.
