Art. 1. For preservation or
termination of doubts &
differences as to the extent
of field of service between
sub-minister and sub-
minister, Prime Minister
draws up interpretative
an eventually emendative
ordinance.

Art. 2. So, where by law
two or more are required
or empowered to
act in concert.

Art. 3. Cases most apt
to produce such antagonization,

1. Subject matter requiring
by each the same
at the same time,
he will give it to that
Minister whose service
would be most detrimented
by the want of
it.

Art. 4. War, actual or
impending, claims of
Army and Navy subdepartments
will naturally
be prevalent over
every non-military do.

5.

Art. 5. Next, preventive
service doo.

Art 6. Next, Interior
Communication do.
Reason incidentally
those three may depend
on the state of
the subject matter belonging
to this.

claim of the Domain
subminister: it's main
use consisting in being
incidentally useful to all
the others.

Art. 8. Determining consideration
on these occasions
— not the importance
of the sub-department
in the aggregate,
but the particular
evil from the having,
and so from the not
having the subject-matter
needed.

Art. 9. Examples.

1. For Army Service, for
commencing, compleating
or repairing a fortification,
dismantle not
a public building, tho'
it be but ornamental,
if from other sources
materials can be had
at little more expence.

2. So for Navy Service.
Cut not down trees
serving for protecting
lands or edifices against
pernicious winds, nor
even those serving for
recreation or ornament.
