If, having the power of removal, the popular
body in question had the power of appointment likewise,
the influential member of that body would behold in it
an object of patronage. Among Of these few, the effective power would,
in the first place, fall into the hands of the one most influential.
His favour would be liable to be gained - not by that candidate
whose aptitude was greatest, but by that one whose obsequiousness,
as towards this patron, were greatest: his obsequiousness, in whatsoever
way testified, as testified by benefits in whatsoever shape,-
whether in the grosser shape of money or money's worth to
self or friends, or were it only in the shape of flattery - a shape
in which, howmuchsoever less gross, it is not always less
impressive. In this state of things, though the force of public
opinion will probably be sufficient to prevent this leader from
giving his support to a candidate not presenting to the
public eye any presumptive evidence whatever of appropriate
aptitude, yet, considering how faint in this case the responsibility
is - this effectual virtual patron not being held out as such to the public
eye by any official denomination, still, amongst a number,
none of whom were altogether destitute of such pretensions,
the chance will be but small of his fixing upon that one
who, in reality, or even in his eyes, is the most apt if not
there be another who stands recommended to his particular
interest by some such recommendation as above.
