Ultimate end
by the consideration
of which all arrangements
with the
enactments by which
they are introduced
into practiced will
be determined, gaving
execution and
effect to the quasi-
substantive
1. Ultimate end to the attaintment or say accomplishment
of which this system the whole course of it branch
if it be as useful as at requi is capable of being
made, and is by those whoby power is
made and supported with - 1 is in
all places and all times declared to be the giving
execution and effect to the whole body mass together of that branch
of the law to which this system bears the same relation
analogous to that which in grammar has place between the part
of speech designated by the appellation of ana noun adjective
bears to the part of speech designated by the appellation
of a noun substantive.

between the act of
him whose wish it
is to see the ultimate
end accomplished,
existence of a person
or persons in whom
are united the
power and the
inclination to produce
that accomplishment.
Intermediate ends which with reference to this that
same ultimate end have bear the relation designated by the appellation the effect of means: intermediate,
that is to say between the the act of him byto whom such on
each occasion the spectacle of such execution and effect
is an object of desire of desire, the existence of a person
or company of persons in the totality or majority of whom
to the power is added the inclination and real desire to
give to that same power whatsoever exercise is necessary or
may eventually become necessary to the production of that
same effect
