§. 24. Checks.
Art. 28. 28. By the all comprehensive System,
established for the maximization of appropriate publicity
and recordation, the conduct of every member
of the Judicatory, in respect of the direct exercise of
his functions, placed and kept in the most effectual
manner under the eyes of the several superordinate
authorities: that is to say, the conduct of the Immediate
Judicatory, under those of the Appellate: of
both Judicatories under those of the Justice Minister,
and the Legislature also, of the Constitutive
authority, through the medium of the Public opinion
Tribunal, and its appropriate Committees.
Art. 29. 29. By the Incidental Complaint
Books the like security extends as to all sayings and
other actings of the Judge, on the occasion of the exercise
actually given by him to such his functions
and powers; whether such exercise were confirmed
within the field of his duty or not.
