By this circumstance in conjunction with another others, the
number of the Judicatories is determined. But for the consideration
of the expence, this number could not be too great, it
being assumed that for this purpose their local fields of jurisdiction
shall be as equal as the difference between degrees of populousness
and physical means of communication will admitt: for supposing in this case a prudent
degree of approach to equality, the greater the number of the judicatories
the less will be the journey which that inhabitant whose habitation
is most remote from the Justice Chamber will have to
make.

But unless not only the Judges themselves but those their
subordinates who must necessarily be attached to each Judicatory
will all be content to all serve gratis the greater the number of them the greater
will be the expence Here then is one reason which in conjunction
with others pleads for the reduction of the number in each
judicatory to its minimum that is to say to one

Another reason is — that by every number added to one
the aptitude of the judicatory — the aptitude in all its branches
is prodigiously diminished. But of this afterwards

For the same reason neither the local field of each
judicatory, the logical field is made all-comprehensive. No
logical is metaphysical made and here of demarcation — one sort
of suit to one Judge or set of Judges another to another — and so
on. For suppose the to make local field suppose the logical field
divided into two parts, here must the number of Judicatories be
doubled: if into three parts trebled, and so on: and then the
expence doubled or trebled, this on the supposition of but one Judge
in a each judicatory

Suppose now two Judges in a judicatory. Then we have in
each local d of its field five — and the expence quadrupled: if
three sextupled: and if to the supposition of three d of the logical
field, and three Judges in each Judges then we have total of needful and useful expences
multiplied by 9.
