Think now [of the case] of Colombia, — [of the case] of Brasil
— [of the case] of Guatemala —: of Colombia — population —
a territory three times the extent of France; and reaching the
whole width of South- a wide part America, from the Atlantic Ocean
to the Pacific; of Brasil, containing two provinces, which
find communication more easy and expeditious with each other less dilatory though Europe
: in a direct course, without touching elsewhere by the way, elsewhere; of Guatemala — a republican federative
Union, composed of five distinct though confederated
States, each of vast expanse, and capable of having so many distinct Judicial
Establishments with bad roads so bad as to render the
communication even to persons dilatory and to things
of any considerable weight and bulk, in a prodigious degree
more so.
