Instructional
Art. 1. To the Legislator. Under the uncertainty
and variability of the demand which in respect of the number of
judicatories can not but have place, even where the political
state in question is a given quantity, the here proposed unlimited deputation
system is the only one which can afford any the mean
assurance of the steering clear at all times clear of the two
extremes of deficiency and excess. It is like has for its emblem the seven-
leagued boots in the fable which [being of fairy manufacture]
the fabled boots which of themselves fitted themselves to every leg.

With the maximum of aptitude in respect of quantity
it makes imposes at the same time the maximum of frugality.

Meantime, it being like every other human institution
exposed to tinged with labouring under imperfection and abuse it will wheresoever established require
on the part of the Legislature and Public Opinion Tribunal
require an eye constantly open to abuse in whatsoever abuses
shapes the nature of the case renders it opens a door to it admitts of.

If the number of judicatories be deficient, increasing them in proportion
to the deficiency causes a delay: and delay, so long as it lasts
is denial of justice: if more than sufficient, then increasing
in proportion to the superfluity is useless public expence. But under the same system with the utmost
facility the two extremes may have place: in one place
judicatories all overloaded with business and such not by
decision by the Judge but by lassitude or impoverishment or lassitude of
the parties .. in another place s of Judges with nothing for
them to do. This Such might be the case inconvenience, even in a system of more local
division than of logical: and where it is from the principle of logical division demarcation

of judications receives
