Art 7. So in case of necessity, for termination of prevention
of dangerous or action, where the contiued
attendance of the offender is required as for example
sake pinioning or booting, or both, as to ease may require
By pinioning understand & confining the army by means of
the instrument applied to persons insane, under the denomination
of the strait waistcoat: by booting understand
confining the lower extremities by means & within
the limits of one & the same boot: in both cases without bodily
uneasiness other than the least which is necessary to the
production of the effect.

those same powers see § Incidental Complaint Book.
