Art. 25. Art. 22. In the exercise of this same eventually emendative
function, as well as in that of the melioration-suggestive function, the Judge
will have in consideration the question whether the local extent, to which
it appears to him proper to be given, to the any regulation by him
on that occasion proposed: whether the circumstances, by which the demand demand for
it is constituted, are peculiar to his own territory, co
to all the judicial territories of the State, or peculiar to such or such
other territory or territories: and if these distinctions
heard he will frame the of the bring to view, in Emendation- suggesting
or Melioration-suggesting Report.

attention to the subject field of Procedure: inasmuch as it
