Rule 4 Rule applying a preventing preventative remedy

Art. 15 If as above a
sanative remedy is good
a preventative can not but be
still better.

Sufferings from litigation
better then should be prevented

But, if cure is good prevention is still better. If it be
good desirable that after evil sufferings produced by a state of litigation
ulterior sufferings be prevented, it is still better more so that from the
source in question all suffering in every shape should be prevented from issuing.
F If any Originating from the Judge functionary under whose eyes
all cases of contestation pass originating issuing from the Judge, and passing
and having passed unstopped through so many intermediate and responsible
channels, the consummate proposed by
the Judge, becomes part and parcel of the law just as if proposed
by a Member and adopted by the Legislature, provided neither it receives
a to the neither opposition nor obstruction from a any Member
