If locatees & thence
locators emoluments

But supposing the emolument of the locatee and thence
of the locator encreasable as above by such under means as
above, and the acts whereby the encrease is so given to it being at the same time
unpunishable, is to establish corruption by law.
Though location by
other than superordinates,
the evil though less
is not excluded
Even if it were by other hands than those of a Judicial
Superordinant, that the locatee were preferred, the mis evil
how much less so ever in this case would still not be
excluded For by ser understanding confidences/cooperation with the Judge the
patron might derive encrease of profit for the services
and such confidences co operation it would not be possible altogether to
prevent. In this case as in all other to corruption
mutual consent explanation is not necessary: only by accident
is consent necessary to enable a friend in this way to
serve a friend. To know that an encrease of patronage that
is to say the encrease of money or money's worth would be
acceptable to his friend — the patron of the office the Judge
knows already by having that he is a creature:
by nothing which neither the patron or any body else can tell
him can any addition be made to the strength of this assurance.
Hence it is that unless the situation of shapes of a
person can be and is divested of all inducement, the Judge or
Justice Minister by in whom it is necessary that the inspection
of the prison to whom vermin are committed by his authority
should be possessed lodged, the power of location should not be in the
hands of that same inspector. So sure is it ever so sure
would he give encrease to if one by ordinance by concurrence
give encrease to the emolument of that functionary concerned
and at what expence? in the case of imprisonment for debt at the expence of impoverished debtors and
their suffering imposed and suffering creditors. Such in every case it
would
would be in addition to
all intended suffering, an
addition unexcusable
and unlimitable.
