Cases presenting sudden
in the sudden
the quantity of business
larger than can be
permanently provided for
by the fund of judicial
labour provided by
the system of deportation
especially suppo if

requires to be performed
on the spot — the seat
of government

One class of cases may be seen, for the cognizance
of which the most proper not to say apt or even the
exclusively apt judicatory provision will be by a set of judicatories may be not a Judge
one a judicatory composed each one of them — not of principal functionaries, but of
Deputes permanent Deputes: and these Deputes the
located — not by their respective principals, but in
an immediate way, by the Justice Minister

To This class is composed of belong those sorts of cases
in which incidentally and casually a larger quantity of business of this kind is apt to flow
flows in than can without waste be provided
for by any permanent establishment: especially and in larger
particular than can be provided for even by the herein
provided newly devised source of supply — the unlimited power of location given
to the several principals judiciary functionaries especially
of the of the the whole
of the greater part of the business to be performed within
the limits of a single Subdistrict or say a single Immediate Judicial
District, such for instance as that in which the Government

A circumstance, which would appose additional difficulty
to an adequate supply for any such large extraordinary
demand, is — the need of allotting employing one and
the same spot for as the seat of the g whole or the greater
part or the whole of the number of these simultaneously constituted
judicatories: and the seat of this case the seat of
government would naturally afford an exemplification;
were it only on account of its affording the most efficiently inspecting public.
