Art. 14. The case of the Judicatory more particularly those of the Judge will be always open
to complaints of misconduct on the part of the several ministerial
functions under the command: misconduct whether to the prejudice
of the public or to the prejudice of the individual: and whether
the with evil intention, or for want of due attention, through
negligence.
