On the consideration of the Justice Chamber in its
as in that of every other topic belonging to the field of the
Judiciary establishment, the constantly instructive guide guidance will
be the several ends of justice

The considerations and rules appear to be these which
follow.

1. Minimize Maximize the number of those by whom any thing that
passes can be heard

2. Maximize the number of those by whom every thing
visible that has place or passes can be seen

3. Maximize the convenience of the several actors in the theatre
accordingly regard to to their respective functions and statures

4. If all can not in equal perfection enjoy exercises the faculty
of hearing, let it by them be be exercised by those
in whose instance it is of the greatest importance to justice that
things in relation to which it is of greatest importance that
it be exercised by them

5. So in regard to the faculty of seeing

Note that by from the sight the hearing and thence perception and example
in all its parts receive assistance

6. Connivance includes not only the faculty of occupying
the situation in question without but with it the
aggregate faculty of making making employing to the best advantage application
of what has been seen and heard: use in particular the
faculty of minulation
