But though by the whole numbers how large so ever that
number a desire to this effect might inwardly be harboured, not
one is there to which it would be agreeable to be known to harbour it:
no one is there by whom the opposite desire of will if others will
believe him the opposite desire will not be professed: of each one
therefore not only the ear but the eye is a check upon the ear and
the eye of every other.

Publicity a check on
irrelevant discourse
In so far as the discourse carrying on or about to be
carried on is not need is needless fails of being needful to the purpose of
justice, nothing will there be by which any restraint to restrain any
person by whom it is regarded in this light, to declare as much
in such sort as to be heard by all other persons present: by
the check thus proposed to be put upon precipitation — to be put
by universal all comprehensive publicity no check will be put upon applied to useful
promptitude.
