Controlling function.
Stated under Ch. X.
Defensive Force, as to
repression of occasional
abuse of military power
the inefficiency of inhibition,
and thence the
demand for notoriety of
what is done: military
necessity being in war
or contemplation of war
a justification.

2. See here the application:
cognizance given
to a non-military functionary,
commanding
a radical force superior
to any Stipendiary
do, not under the
command of an officer of
rank and extensive
command.

3. Whatever is done by
the Stipendiary, the
Headman inspects the
Register records.
Stipendiary can not stir,
but both are at his elbow.

§. 6. Stipendiary Navy
Controlling function.

frequent will be the
demand for exercise in
this, as in the Army
case.

2. Yet cases are where,
in the most inland
places, demand for
exercise of Stipendiary
Navy powers may have
place. Example,
pursuit of deserters.

To state what shall be
done towards this end,
this is not the place: it
will depend so much on
local circumstances.

circumstances, this will
be the functionary from
whom information will
have to come.

§. Sedative Function.
§. Justice-aiding do
§. Uncommissioned
prehension-aiding function.

Obvious the connection
between these three functions.
Sole difference, the
occasion.
1. Do. for Sedative, rare.
2. Occasion for Justice
aiding will not always
wait for a mandate.
3. Uncommissioned aiding,
checks rashness,
encourages timid good
intentions.
