Add to this — that the smaller the portion of territory,
the more extensive and particular would be the acquaintance which
the parties command — the functionary on the one hand, the individuals
or the other, would be naturally have with one
another
For the purpose in question taken together, the more numerous
and smaller and thence the more numerous so far as regards the convenience of individuals
is concerned the better: the only limit set to the
preponderantly beneficent number is that which is set by
the consideration of the expense burthen to the public purse the burthen
in respect of the number of distant official edifices with
their appurtenances fitting up and furniture: far simpler a done if
then placed in one town the expence though
not the whole of it struck off would in a considerable pro
