§.3. II Convocation function.

Art. 4. 1. Function Convocation II Convocation function. In the
exercise of this function he convokes the Inhabitants, as occasion
calls, to meet together for public purposes.

Art. 2. What number of persons, joining in is requisite for this purpose,
shall on each occasion be sufficient to authorize such on each occasion the exercise of this
function, and what number sufficient to render it obligatory
are points of local and temporary consideration which will be under
the direction of the Legislature will be settled by each appropriate Sub-Legislature.

Art. 5. Function 3. Sub-executive function or N functions. In the
exercise of this function, he receives and in so far as in him
lies gives execution and effect to any order or invitation
emanating either from the Prime Minister or from the Minister
of any Subdepartment of the Administrative Department
