§. Functions needed 1 Constantly

Functions for the exercise of which the demand is
constant — function for the exercise of which the demand
is but incidental: say — constantly-needed function,
incidentally needed function: the distinction thus expressed
will require to be kept in mind.

If of the constantly needed function there be any
the aggregate of which presents a demand for such a quantity
of time as without compensation in the shape either of
money or of power or a mixture of the two a man
willing thus to occupy could not
in every such place be found, invest a man in every such
place with the aggregate of these constantly needed functions,
and you have a functionary to whom of his politically applicable
time is not overloaded incidental functions may in
considerable numbers be performed and without adddition
to the expence

Between constantly and incidentally needed functions
the time of separation can not be expected to be either
perfectly constant or any where perfectly determinate or perfectly
constant. With this remark they the functions here
committed to the Local Headman may be thus grouped.
Those mentioned first being those for the exercise of which
the demand is most indispensable and most constant.

8. Hospitality exercising
function.
